Strengthen economic fairness and resilience of active labour market policies and address high unemployment

(HORIZON-CL2-2024-TRANSFORMATIONS-01-02)

Theme(s): Barriers to employment, labour market, skills strategies and skill development

This call for proposals will support the research of different types of active labour market policies enacted by EU Member States, especially in areas of skills development during economic downturns, and their effect on people facing economic challenges. Proposals should focus on the ways in which active labour market policies can be strengthened to provide economic fairness and resilience.

Research activities may focus on the response of public authorities to the COVID-19 crisis and estimate their effectiveness including displacement and substitution effects. Or focus on mapping the barriers to participation for disadvantaged groups with a high degree of unemployment (e.g. people at risk of poverty, people coming from rural communities), or explore gender dimension.

Overall, the activities should contribute towards the improved understanding of macro effects of labour market policies, skills strategies and skill development and towards improving policy design to increase labour market participation and employment in a context of high unemployment and high number of job vacancies, notably in low and high skilled jobs.

The role of social economy in addressing social exclusion, providing quality jobs and greater sustainability

(HORIZON-CL2-2024-TRANSFORMATIONS-01-09)

Rulebook, the European Pillar of Social Rights. Yet, there is an uneven development of the social economy within the EU and a major untapped economic and job creation potential for the social economy in several Member States and regions.

Therefore, activities under this call for proposals should provide a comprehensive analysis of the extent to which social economy contributes to countering social exclusion in the EU, in Associated Countries and in Third Countries, what services it provides, and compare efficiency, cost and quality aspects of services provided by the social economy with those of other providers. Proposals are invited to tackle (one or more) different angles of socio-economic exclusion, identify best innovative practices and provide policymakers with recommendations in the field of social economy support.

Overall, these activities should contribute towards addressing the challenges of policy and legal frameworks that hinder the thriving and scaling of social economy activities. Moreover, they should contribute towards the better integration of social economy organisations in addressing social exclusion and providing quality jobs in multilevel policymaking as well as to improve the working conditions in social economy organisations.

Erasmus Charter for Higher Education (ECHE) 2021-2027

Under the Erasmus+ programme, this call sets out the basic principles and minimal requirements with which Higher Education Institutions must comply. The Erasmus Charter for Higher Education (ECHE) is a quality certificate offered by the EU for Higher Education Institutions. It is a prerequisite for all Higher Education Institutions in eligible countries to apply for Erasmus+ calls. The certification is for the entire duration of the Erasmus+ programme 2021-2027.

When applying, Higher Education Institutions should demonstrate that modernisation and internationalisation are part of their strategy, that they actively participate in transnational cooperation projects and contribute to the mobility of staff and students. Therefore, if you are a Higher Education Institutions and would like to apply for EU funding in the future this is a call you should not miss.
